If you have AT&T you know that if you want to use WiFi tethering you will be forced to pay an extra fee each month to get this benefit.
This is a very unfair thing as you are already paying for the monthly data charge, why should you pay extra so other devices can use the same data plan? It doesn't make any senese, only shows how greedy the carriers are!
This guide will by pass AT&T's restriction and allow you to get free wifi tethering. You MUST already have data on your phone!
Before we being make sure your AT&T Galaxy S4 SGH-i337 is rooted!
1. Download Root Browser application from the Play Store.
2. Open the app and navigate to /system/app
3. Located TetheringProvision.apk and TetheringProvision.odex. Rename these two files to TetheringProvision.bak and TetheringProvision.bak1. Make sure you grant Superuser Request!
4. Download TetheringProvision.apk directly to your phone using the link below.

5. Navigate to your downloads folder (/sdcard/Download) or where you downloaded the TetheringProvision.apk.
6. Copy "TetheringProvision.apk" and navigate back to /system/app and paste it.
7. Reboot your Galaxy S4 and turn on native Mobile Hotspot via Settings. AT&T will still give you a warning message, but mobile hotspot/tethering will now work!
8. Enjoy!

Outstanding Elite Recognized Developer Adam Outler has created a tool to both root and install TWRP on the AT&T Galaxy S4! Due to the locked bootloader on the AT&T SGH-I337 Galaxy S4 developers had to think of an alternative way to root the Galaxy S4.
Luckily due to the combinations of developers working hard together they have found an exploit that allows the AT&T Galaxy S4 users to both root and install TWRP with one simple click!
Casual, the tool made by Adam Outler combines Motochopper and LOKI (created by djrbliss) to make this a smooth easy process on your Windows or Mac computer!
Beware! A possible AT&T OTA Android update might block this exploit and make your Galaxy S4 non-rootable until a new exploit is discovered!!
Make sure you have Java installed, if your not sure download it here!
This tool will most likely not work with MacBook Airs, due to their low voltage with the Galaxy S4.
1. Go into Settings > More > About device and tap on "Build number" for about 10 times until you see "You now have developer options".
2. Go back and then select Developer options > Check mark "USB debugging".
3. Now plug in your phone via microUSB to your computer.
4. Download Casual for AT&T Galaxy S4 using the link below.

5. Windows 8 Users ONLY! If you are using Windows 8 download and install these drivers to have a successful root and TWRP installation.
6. Open Casual for AT&T Galaxy S4 and click "Do it". (Make sure you have Java installed!).
7. You may get a USB debugging request on your phone's screen, accept the request.
8. If you are using Windows you will be entered into Download Mode and Casual will automatically root and install TWRP on your AT&T Galaxy S4.
Mac users will will stay on the regular phone screen, until the end when your phone is automatically entered into recovery mode.
9. After Casual is finished you will be rooted and have TWRP installed on your Galaxy S4! Enjoying using root apps and install custom ROMS, themes, and mods!
If you prefer using ClockworkMod Recovery (CWM) instead of TWRP you can install CWMR using the ROM Manager app from the Play Store.
FAQ:
Q: I'm on a Apple computer and Casual won't recognize my phone, what should I do?
A: Some Apple computer (MacBook Air) have voltage problems with some Android devices. You will need to use a different type computer to get this tool to work.
Q: I've doubled checked everything, but Casual keeps failing, what should I do?
A: Restart both your computer and phone, change USB ports, and if that doesn't work using the Casual tool on a different computer.
